When Kuwaiti graduates returned from abroad and gradually became responsible members of the administration, they realized that the only way to improve the university was to change the old system and replace it with the American credit (units) system. Many of the older, more conservative, staff members were not prepared for the implementation of such a system; therefore, a program of re-education was adopted. Kuwait University started to recruit Arab-American graduates from the USA and other Arab graduates from American universities. Kuwait University sent students on scholarships to various foreign countries to pursue doctorates in many disciplines (table 4.10).
